According to an analysis by Knight Ridder Newspapers President Clinton failed
to fulfill fully a third of his first year campaign promises.
That of course is the "glass half-empty" perspective.
The reality is that despite the Newt Gingrich led GOP takeover of the
House and their "Contract ON America," through negotiation, lobbying,
and outright bullying, Clinton was able to push through a reluctant and
often hostile Congress far more proposals: 2/3rds of his
promises were kept.
George W. Bush couldn't even get half of his agenda through a Congress
his party owns: Only 46%, a third of the Bush agenda never made
it out of committee or was voted down.
But Bush has had a Republican House for
his full term and a Republican
Senate for all but 18 months, compared to Clinton, who faced a
uniformly hostile Congress for two out of his first four years.
But at least Bush got his tax cuts. A Republican Congress is good for

That's pathetic, no matter how you cut it. Not a single veto, or
even a serious threat of one. Bush has spent more energy bullying
the press than people who are supposed to be following him.
