scientific - democratic approach to politics, economic development, and
culture.

Think about it. Shrub has combined the worst aspects of all his immediate predecessors:
LBJ's lying to get us into a quagmire, and general Texan arrogance
Nixon's secrecy, paranoia, abuse of power and dirty campaigning.
Ford's bewilderment and lack of actually winning an election prior to holding the nation's highest elected office.
Carter's impotence in the face of Middle Eastern extremeists.
Reagan's plausible deniability, empty suit, and lack of control over his subordinants.
Bush the Elder's out-of-touch whimpyness, disasterous economy. and oblivious appreciation of the nation's domestic needs.
Clinton's deceptive slickness.
Did I miss anything? I'm sure I did? The Clinton and Carter lists look a little light to me, but then again, they're my kind of Presidents. (Gee, I wonder why?) I was going to start with JFK, but Dubya, being the Quayle presidency I thought we all were thankfully spared, is no JFK. Pretty much have to go back to Hoover to find the next president Shrub resembles all too much.
